Where should/must I hand in my documents?

You submit your application for a license to practice (license and application for recognition) to the state authority responsible for your federal state.

In Hesse, persons in the academic health professions (pharmacists, doctors, dentists, etc.) must submit their documents to the Hessian State Office for Health and Care (HLfGP):

How should I submit my documents?

As a rule, the authorities do not want visitors on site. Therefore, please send your documents to the authorities by post - preferably by registered letter with acknowledgement of receipt.


As a precaution, you should make and keep an “officially certified copy” of all documents submitted. If something gets lost, you will then have a certified copy of your documents.


You should also make a list of all the documents you have submitted and enclose this with the application, asking the authorities to sign and return this list to you.

What documents are required when applying for licensure/recognition of the medical professions? The following documents are required when submitting your application for a license to practice medicine (recognition for medical professions):

The original with an official German translation:

  • Diploma (as a pharmacist, doctor, dentist, nurse, physiotherapist, medical assistant, etc.).

  • List of subjects with details of individual grades (transcript)

  • If applicable, certificate of full completion of training (e.g. internship, ordinature, residency, specialist practical training - only required in certain countries)

  • If applicable, certificate of authorization to practice the profession in the country of origin (license, etc. - only required in certain countries)

Personal documents, in the original:


  • Medical certificate issued by a registered general practitioner (e.g. from your family doctor)

  • Current curriculum vitae, chronological (from elementary school to current, complete without gaps and personally signed)

  • Certificate of good standing (berufsständisches Führungszeugnis), professional certificate of good conduct (from the Ministry of Health or professional chamber of your country of study)

  • Police clearance certificate/criminal record from the country of last (habitual) residence before entering Germany (if your stay in Germany is less than 2 years).

  • Certificate of good conduct for authorities type “O” from residents' registration office (Führungszeugnis für Behörden des Einwohnermeldeamtes)

  • Current informal registration certificate from Residents' Registration Office (Meldebescheinigung des Einwohnermeldeamtes)

Personal documents as an officially certified copy:

  • Birth certificate

  • Marriage certificate/change of name certificate, if the family name has changed

  • Identity card or passport or refugee card, page 1 with personal details (and photo)

  • B2 certificate from the Goethe-Institut or telc GmbH

  • Professional language certificate C1 (currently only for the academic medical professions)

I do not yet have all the required documents in full, can I already submit an application for licensure/recognition with the documents I have?

Yes, as long as you have at least your diploma, your complete CV and a B2 certificate, you should submit your application now. You can/should submit all other documents at any time.

Why should I hurry with my application for licensure/recognition?

There are several reasons for this. First of all: the authorities are “heavily overloaded”. It takes quite a long time, often months, before your application can be processed. Then there may be missing documents that you still need to obtain and submit. This can all take time. It is therefore advisable to submit your application for approval/recognition quite early.


You will need the “confirmation of receipt” from the authorities so that you can register for the specialist language examination (FSP) at the relevant chamber.


If you are still abroad and waiting to enter Germany, you will need the so-called “Defizitbescheid” from the responsible authority for the visa. And the consulate or embassy will again need time to process your visa application.
